Italy’s ADM Issues Online Gaming Licenses, Changes Licensing Policies
The Italian Agenzia Dogane Monopoli (ADM) revised its online gambling licensing procedures this week. The ADM’s new polices include more requirements for online gambling regulators and more protections for gaming consumers.
Meanwhile, the ADM renewed the licenses for several of Italy’s top legacy operators, such as Sisal, Microgame, and Eurobet. Sites like Lottomatica, Snaitech, Goldbet, and Stanleybet each received license renewals, as well.
Operators who are new to the Itality market — such as Smarkets, Energybet, and Pinnacle — also won licenses from the Agenzia Dogane Monopoli (Customs and Monopolies Agency).
In all, ADM licensed 67 different gambling sites during the licensing period, which has ended. With each registered applicant paying €200,000 to Italian tax authorities, the government collected a total of €13.4 million in the process.
The Customs and Monopolies Agency rejected the license applications for seven operators: Betclic Ltd, Play Live Ltd, Goal & Gaming, Rabbit Entertainment, Pi Piper Ltd, Rating Consulting, and Constitution of B&B online. The ADM gave no reasons why those seven applicated failed to pass muster.
About Agenzia Dogane Monopoli (ADM)
The Italian government created the Customs and Monopolies Agency in July 30, 1999 with the passage of the Legislative Decree No. 300. The ADM sits as one of three tax agencies that fill the role the Ministry of Finance once filled.
In July 2012, he Customs Agency incorporated the duties of the Automonous Administration of State Monopolies into its duties, under the auspices of Decree Law No. 95 of 6 July 2012. At that time, the agency changed its name to Agenzi Dogane Monopoli.
ADM’s Duties in Italian Gaming Market
The ADM has four functions, according to the Statute passed on February 28, 2018 and which came into effect on April 17, 2018.
One, the ADM foster Italian economic growth by fostering international trade. Two, the ADM contributes to domestic tax regulations, while protecting the financial interests of the country and the European Union.
Italy’s Gaming Regulator
Three, the ADM acts as the overseer for the Italian state with regards to gambling and tobacco. In doing so, it represents the Italian Treasury through the collection of taxes on gambling and tobacco-related activities. The ADM also acts as license granter and regulator.
Four, the ADM contributes to public health and safety by controlling all goods — physical and cyber goods — which enter the European Union through Italy. The ADM therefore combats criminal activities like money laundering, counterfeiting, and smuggling that are not compliant with current health legislation.
The agency views unlicensed online gambling under the heading of counterfeiting and smuggling, and therefore takes actions to limit such activities in the Italian gaming market.
Italian Gambling Laws
Italy’s online gambling industry underwent major changes over the past year. Italy’s government banned gambling ads for sports clubs and for sports-related broadcasts during times when underage children would be watching. Italy’s Serie A football clubs complained the changes would cost them $200 million a year, which in turn would affect the clubs’ youth development programs.
The arguments did not work, so they go into effect in 2020. Meanwhile, Italy continues to liberalize the ADM’s licensing procedures. While the ban on gaming ads hurts online operators, Italy’s licensing is moving in the rights direction at a time when several other European countries have tried to limit online gaming.
